You probably heard about International PHP Conference. This event has been localized in Hungary in 2002 (AFAIK), and for the first 3 years a programmer's challenge had been made. People had to create any website they wanted but the whole size had to be under 5+5 kilobytes. (5K for PHP Code and 5K for HTML and additional data.)
